In 1994, I arrived at my new duty station in the military commissariat of the Mamontovsky district of the Altai Territory. I didn't rent the apartment to my former place of service, as my family (consisting of three people) lived there. He joined the queue at the local government body, then moved the household, and rented the apartment for living to a serviceman of the Ministry of Defense of the Russian Federation. The family from the previous apartment is not discharged (closed military camp).

Do I have the right to receive monetary compensation for renting a home? Requirements of the order of the Minister of Defense of the Russian Federation ?150 1997 completed, submitting the required documents, but received a negative response.

Are my family members eligible for a lifting allowance?

The family at the place of service is registered temporarily.

Monthly monetary compensation for the rental (sublease) of residential premises is paid to military personnel undergoing military service under a contract who are not provided with residential premises suitable for permanent or temporary residence at the place of their military service at the expense of the Ministry of Defense. If three or more family members live together with the specified military personnel, the corresponding amounts of monetary compensation are increased by 50 percent.

You yourself have the right to receive monetary compensation for renting (subletting) residential premises. Your family members, as they are not discharged at the old place of service and are temporarily registered at the new place of service, cannot be considered when determining the amount of monetary compensation.

The lifting allowance is paid in accordance with the procedure established by the Instruction on additional monetary payments to military personnel during official movements and sending them on official business trips (appendix to the order of the Minister of Defense of the Russian Federation ?385 1996).

The lifting allowance for family members is paid after registration at a new place of residence (permanent registration). In cases where military personnel studying in military educational institutions with a period of study of more than one year are registered in accordance with the established procedure not at the place of residence, but at the place of stay (for the period of training), the lifting allowance for family members who actually moved to the place of training of military personnel for permanent residence is paid place of residence (temporary residence permit), if they are removed from the registration register at their previous place of residence or have rented out residential premises.
