From the speech of Colonel Valery SHCHEBLANIN, head of the press service - assistant to the Commander of the ZabVO troops for Public relations and mass media
In order to create a unified information system (EIC) in the district, three primary conditions must first be met: first, it is necessary to achieve full mutual understanding with the district command, without whose support the creation of an EIC is simply impossible; second, the head of the press service of the district or the fleet must be aware that the creation of several information structures entails not only additional diverse responsibilities, but also additional responsibilities; and third, it is necessary to create such an official and moral environment from the first steps of the formation of the EIC so that the heads of all structures of the complex - newspaper editorial offices, VoenTV, field assistants-clearly see the benefits of joint work.
Organizationally, the unified information complex begins with an order from the district commander, in which, for example, we first clearly and clearly defined what the EIC includes. These are, as already mentioned, the editorial office of the district newspaper, a publishing house, a printing house, military television, and public relations assistants in military enlistment offices. The same order specifically specifies who and to whom reports under the general leadership of the head of the press service of the district, who is responsible for what area of work. The spheres of influence of the press service and the department of educational work of the district are also delineated here.
How does the unified information system of the Trans-Baikal Military District work? It carries out its activities on the basis of a single plan under the leadership of a special working group on information support for the life of the district. It meets twice a year in order to develop an action strategy for the academic year as a whole and adjust the tasks of the EIC for the second half of the year. The head of this group is the Chief of Staff of the district. Otherwise, management is carried out vertically. And the point of it is not to interfere with people's work. In everyday life, it looks like this: once a week I gather people related to the work of the EIC for an official meeting, and once a quarter I personally summarize the results of work directly in creative teams. Despite the fact that assistants in military enlistment offices report to the Department of educational work, I also conduct summing up with them, which is determined by the order of the district Chief of Staff.
Thanks to the creation of a single information complex, we managed to significantly and for the better change the appearance of the district newspaper in six months, form a fully equipped computer shop, switch to offset printing and even renovate the editorial office building, providing it with new furniture. At VoenTV, we specified the temporary staff (currently 25 people work there) of creative and technical personnel, received a licensed daily four-hour program broadcasting through our transmitting complex to the Chita region. And all this became possible, I emphasize, thanks to the creation of a single information complex. Now many problems are solved much easier. Just mention the subscription campaign. Previously, this was only a headache for the editorial staff. Now everyone is involved in solving the problem at once: the district command, the press service, the VoenTV, the department of educational work, and the editorial office itself.
